It is definitely your imagination. You’re ignoring all those times you hit the bonus with max coin in and focusing on the times when your bets were small because those are the times that stick out in your mind. Slot machines hit the bonuses with the same frequency when making small bets, unless of course you’re at a machine where you must play max coins or lines to activate the bonus, in which case the bonuses hit less often with smaller bets.

Next time you’re in front of a machine look carefully at the glass above the reels. At least in American casinos the biggest prize is limited to people gambling the maximum amount per spin.
